Grinding Dust and Slurry Under Queensland Rules in Toowoomba
Workplace Health and Safety Queensland says a material containing at least one per cent crystalline silica by weight is a crystalline silica substance and all processing of it must be controlled; processing includes using power tools to cut, grind, sand or drill it. Ask how dust is controlled when the floor is ground, and where slurry and rinse water will go.

What floor grinding in Toowoomba actually involves
The control measures WHSQ lists include an effective wet dust suppression method and an effective on-tool extraction system. Ask which the contractor uses.
Slurry and wash water
The Queensland Government lists building and construction materials, including cement, concrete and plaster, among the materials legally considered water contaminants, and paint, paint scrapings or residues, paint sludge and water used for diluting paint or washing painting utensils. Toowoomba Regional Council's stormwater page says only rainwater should enter the stormwater system and anything else is considered a pollutant; it names uncovered soil or cement left beside roadside gutters, stormwater drains or waterways as a common cause, says it is an offence to deposit a prescribed water contaminant into stormwater drains, roadside gutters or waterways, and that where it finds a breach it may issue a warning, a direction notice or an on the spot warning.

What we cannot say
The council's building approval, plumbing and trade waste rules are not covered here: its pages for them could not be read, so we state none. Ask the contractor and the council. The old vinyl page covers what to settle before anything old is ground.
A driveway that falls to the street, or a floor drain in the garage, is where a slurry question gets practical. Ask where the contractor will collect it and where it goes. The rules check on the costs page lists the council's stormwater lines with their source.
